About the data. Before sending a mass communication at public expense, a House office can ask the Communications Standards Commission (the “franking commission”) for an advisory opinion. Each submission is counted once, by request date. Topics come from keyword matches in submission titles and are approximate. Party shares are raw counts, not adjusted for seat share. Monthly and topic charts run through December 2025.
